After reading this article, I don't know why the military doesn't put up check points coming in and out of Tikrit and give the residents of Tikrit ID cards that would be needed for lawful entry in to the town, similar to what they are doing in Uja. Countless members of Saddam's inner circle have been captured in Tikrit and it remains a hot-bed of anti-coalition violence. Tikrit is obviously one of the, if not the, center of anti-coalition activities. Pacifying it would go along way to pacifying the Sunni-triangle.
